ALWAYS color before you cut. coloring hair damages it a lot, and its good to cut the new damage off the ends. it wouldn't make any sense to cut off all your split ends, then add some new ones by coloring it.

It depends on how much hair you cut off. I would dye first, because this often damages the ends of hair.
I love side swept bangs. And they do flatter most people.

I think that the side swept bang is flattering to any shaped face. I would cut my hair before I died it. It would just be wasting time and product( which cost money) to dye it before you cut it.

Color first then cut. Sometimes it's easier to highlight when your hair is longer. Shorter hair can be more difficult to foil or pull through a cap.

You should cut it first so that you have less hair to get highlighted. They can also fix the highlights to fit your haircut better, so you should definetly cut it first.
