For a while now, my skin on my face has been peeling a lot on my chin and between my brows. I've been using a hydrating lotion on my face for a couple of weeks, but there's still a little there; I really notice it when I put on my makeup, but you can't tell unless you're right up in my face.

I hear this a lot. And, it's mainly because of the products that we use. Most lotions on the market contain MINERAL OIL! The molecular structure is too large to penetrate the pores of your skin, sitting on the top layer like saran wrap. This causes dirt and debris to collect on your skin, causing irritation and dryness. Products that contain mineral oil get wiped off over time and have little to no benefit. This is why you find yourself reapplying your lotion three times a day or that your makeup looks dry and flaky. You need a pure water based product to help penetrate the dermis and deeply condition and hydrate your skin. Look for pure (natural and botanical) moisturizers that contain Aloe (a pure moisturizer), Liposomes, phospholipids, alpha hydroxy acids, and/or antioxidant vitamins A, C and E. You want to stay away from products that contain alcohol, wax, dyes, chemicals, fragrances, mineral oil, etc. which strip your skins acid mantel (its protective layer) and causes irritation and dryness. Arbonne has a great day creme (with SPF 8) and intelligence moisturizer that are pure, safe, beneficial, and might be very beneficial to you. If you're open to trying a free sample, I'll be happy to send you one.

You are doing something to traumatize your skin to cause it to peel. What products are you using that could cause dryness? There are lots of reasons why this could be happening. Need more info.
