I guess if there was some atheist who was a serial killer, I could ask how could I identify a "safe" atheist! In other words, I really do't see the point of the question if your are sincere. It sounds more like wanting to embarass evangelicals over Ted Haggard, and you can't do that. If we were to be embarassed, we were embarassed when the story came out, not when people make comments about it.
As somebody has already suggested, if you are sincerely asking this question, you are not answerable to anybody calling himself evangelical, you are answerable to God. So read His Word, and decide what is right.
You will find hypocrites everywhere. (Did you hear about the guy who decided he wouldn't go to the cinema any more? Too many hypocrites went there!)
A more serious comparison: There are some charlatans that go around masquerading as doctors. Does that mean we can't go to any doctor? (Believe me, I won't go blindly to see any doctor, I want to know something about him first. But when I need one, I go to one!)

Watch their actions. The fruits of the Holy Spirit are love, joy, peace, patience, kindness, goodness, faithfulness, gentleness and self-control. Mr. Haggard had problems with that last one at least. I never heard of the man until recently, so I can't comment on the others.
It appears that many of the so-called leaders of these mega-churches are in it for the fame, money, and power rather than for the joy of doing God's work. I'm suspicious of all of them.

First, you can't know. You just have to get to know the people.
Second, I don't believe Ted Haggard ever was "speaking in tongues" and "casting out demons". Was he?
Was Haggard a part of the charsimatic group?

My personal theory, and it's just a theory, and it goes like this: church people are nasty.
You may want to get other opinions on this. I could be mistaken.
But when you consider all the nasty stuff that took place in the Bible, and the church people have to agree with everything in the Bible -- under penalty of Hell.
God destroyed the town of Sodomy cause the people were nasty, but in many other cases, people did nasty stuff and god didn't punish them cause for some reason they were special, for example Abraham and much later King Saul, just to cite two.
Church people think as long as they praise Jesus he will look the other way on a lot of nasty stuff. I have my doubts about that, but then who am I to say.

He wasn't healed because he in no way requested for it. someone who particularly has the Holy Spirit could properly be said by technique of their Christian walk. you won't be able to note for someone for 5 minutes and make this determination. you are able to understand them for a lengthy time period.

actually, come to think of it, they are all alike. they are all trying to make a living. they all do it about the same way. like lots of people are in real estate but trump does it a little better than most. and billy graham made billions. now his son has taken over. oral roberts son has taken over. schula's glass tower son has taken over etc etc isn't this sick? on the tube raving, then smiling and holding out their hands. it works pretty good because they don't go away. somebody keeps sending them money to pay for cable TV time and the tax free ministry. they pay themselves small amounts but the money is in a tax free fund for the ministry which pays for everything they might need like a lear jet. in the case of swindell of la. it paid for motel rooms and prostitutes. all tax free. great profession if you ask me! no different for centuries except during the spanish Inquisition. then things wee a little tougher.
