Jack Russells' are high maintenance. You have to spend alot of time with them or they get bored & consequently, destructive. Enroll in an obedience class together. During time when you're away, crate him to curb destruction.

Although the Jack Russell part of your dog is showing itself, Rat Terriers are usually very well behaved & easily trained dogs. You didn't say how old the dog was, but my mother's Jack Russell calmed down somewhat after about two years, so maybe there's some hope!

I agree - take a class to help you learn how to manage your dog. Any dog can be taught that you are worth listening to, but you will need some help learning how to teach this.
Be sure to crate your dog when you cannot supervise him. This is essential right now in your dog's life or he will make you crazy. Do not ever punish him for pottying in the wrong spot! This will set you back tremendously in your training.

JRT's and Ratties are very active dogs who enjoy chewies, so buy him a bunch of different kinds of rawhides, bully sticks, pig ears - these will keep him busy and happy in his crate.
