Revelation has alot of symbolic text to it. It also has dual meaning within it's words and was written this way for the reader to show discernment to understand. The 10 horns mean the worlds governments and the 7 heads were the world empires that had come to pass and the last one, The United States\U.K. is still present. The death stroke early on, was the League of Nations, as it healed it became the U.N.... This clearly shows how Satan has full control over the world powers.Going further with the U.S.\U.K. connection, the two horned beast ascending from heaven with a 2 horns of a lamb but a dragon like appearance. Is to indicate the urge to put on the air of wanting to seek peace, yet in reality, seeking the same power as every other world power before them. Thus, still under Satan's full control. The text in Revelation 13:1-13 I extended it 3 verses.. Is both symbolic and literal in it's meaning. You have to be willing to learn Godly wisdom to show discernment into it's interpretation.

it's apocalyptic literature, plain and simple. It symbolized Rome and was a statement against Rome that the early church could make without too much troublesome aftermath.
