Was the $1,000 all wages? If so, then you do not need to file taxes.

Was more than $850 unearned income, like bank interest? If so, you do need to file taxes.

In any case, if you have a refund coming, you will have to file to get your withholding back.

If $400 or more of the income was from self-employment, or $850 or more was from interest, then yes you have to file. Otherwise you don't. If it was all or mostly on a W-2, then you don't have to, but if anything was withheld for federal income tax, you should file to get it refunded to you.

Assuming your income was earned, then no you don't, but you probably want to get any withholdings back, and to get your federal telephone excise tax back (free $30). To find out for yourself go through the IRS website and answer these questions:
