Looks like many of the people with that surname in this country are have Spanish ethnicity.

It does sound Moorish. Maybe the family is descended from Spanish Moors. I couldn't find any info to this effect on the first pass. If I do, I'll edit this message and add what I've run across.

FINAL FOLLOWUP:

Well, it looks like I was wrong about the Moor connection. This article describes an encounter between St. Ignatius and a Moor, as well as the Saint's acquaintance with the Jesuit Salmeron. In this article at least, the surname is distinct from any Moorish connection. The Jesuit Salmeron seems to have had many connections with the Pope and other church authorities. It seems likely that or Moor or descendant of Moors, even if converted, could have such influential connections in those days.

In your details section you asked, "What about before Mexico?"

The links I've provided describe events in Spain in the 1500's. Some of the Salmeron family members described traveled to "New Spain", or Mexcio, when Spaniards were first settling in the country. For this reason, the answer to "before Mexico?" is clearly Spain.
