Will a very moist environment and almost-damp materials change the acoustic performance of a space?

If the material is sufficiently waterlogged, I can see it changing the absorbtive qualities of a material. However, I'm not sure if water damaged materials that have been dried will have any changes in their acoustical performance. Any ideas?

Any water would dampen the sound.
