I found that some people from africa and asia countries don't say "thank you", but say "thanking you" instead, is that an unformal use?

I'm a foreigner.

It's just incorrect use, probably because they are nonnative speakers of English.

The only time I can imagine that form being used is in ending a letter just before one's signature.

no...that is not an un, ermm, informal use of us saying thank you. maybe in some of the language in africa and asia (but i dont know what), it is the direct translation. so people used it wrong..
