Keep doing cardio and keep working your abs.

There is a lot of bad information about working your "lower abs." This is garbage because the rectus abdominus is one muscle. Try tightening your biceps muscle. Now try tightening just the lower portion of your biceps. It's impossible because it is one muscle. The same is try of your abs.

Work your obliques also.
