Because he scared he is gonna lose. He knows he is not that good, and if he loses he wont have the big paydays anymore.

I believe he has been stepping up recently. He has fought John Ruiz who has been a legitamte champion more than once beating Hassim Rahman and having very good matches with Evander Hollyfield and then Valuev has fought a big (as in size) heavyweight contender in Jameel McCline. Monte Barrett was also a decent fighter. Now I think it is up to him to challenge maybe a Lamon Brewster or Chris Byrd before trying to unify a title against Shannon Briggs or Oleg. Wladimir may be a little much for him yet but after two more fights I think he will be ready for him as well.
