little kids just like to scream loud i guess. they find it amusing and fun. they also like to annoy the adults.

They scream because they are allowed to. Obviously the parents have no control and let the kids do what they want. My niece and nephew don't scream at the top of their lungs because they have been taught to be respectful. I would speak to the neighbour and let her the know that the incessant screaming is disrupting your day. If you rent your place, speak to the landlord!

Lack of parental guideness. Some famlies let their offspring run amuck!!My neighbour three houses down allows her children to smear food on the carpet and walls. She says it "cute", she also lets them shut the TV off while her and her hubby are watching it. She thinks this kind of boldness is cute...Some parents just don`t know.
