Set up the time first of all. Weekends or evenings work best. Then you need to publicize the event. Set your bail prices. In my experience, a matching system raises more money, i.e. if the person who wants the arrest pays $20, the bail is $20. Also, charge more for longer "jail times." For example, if you want the arrestee to stay in jail for 1 hour, pay $10, 2 hours, $20, etc. Make sure to have something explaining the process for getting bailed out printed up so you can just hand it to the person you're arresting. Give them the chance to "bribe" the cops by letting them double the donation and having the person who tried to get them picked up. You should set the sign up for arresting someone about a week in advance so people have time to think of who they want picked up.

The hardest part is transportation. It's easier to let the people drive themselves to the jail, but takes away some of the fun. If you can get enough drivers, you can dispense with this, but make sure there's someone who can drive the arrestee back to their house when they make bail.
Have refreshments available for the people who are arrested. You may be able to get local businesses to sponsor this part. Make sure to have plenty of phones (cell or landlines) and a place big enough to hold all these people. Also, having something to do while waiting to be bailed out helps pass the time...arrange for some board games. To help get people to come to the jail, try to get some door prizes and have drawings while they're waiting to make bail, and make sure they know they have to be present to win...that will make it more fun for the arrestees while they sit in lockup.

Make sure you get arrested in the morning! If you do afternoon most folks have already shelled out to other freinds!

get a city coucil to go along with it , or the mayor .
