Bigring has it right. 24" and 26" are wheel sizes, while most every frame size falls between 14" and 23" depending on whether it is a road bike, an ATB, or a mountain bike.
For a fast and loose idea of what frame size you need, add 10" to your inseam length- measurement from floor to crotch.

Many mountain bikes that I've seen that have 24" or smaller wheels are measured only by their wheel size. Most kids bikes use these smaller wheels and usually come only in one frame size. On the other hand, most "adult" or "full size" bikes (whichever term is correct) that have 26" wheels or larger are measured by their frame size. Most people age 11 through adult ride the "full size" 26" wheel bikes. Again, they are measured by their frame size. As for size, I have seen most frames start at 13" and go over 23". Why things are done this way I have no clue. Your best bet is to go to a bike shop and have them determine the "proper" size for you.

that's the wheel size. Kid's bikes are generally measured by wheel size but adults by frame size. They're either 26" or 700C wheels. Then you go by frame size for proper fit, this is the length of the seat tube. Should be able to straddle the top tube and have anywhere from 1 to 3" of clearance.

Those are wheel sizes. 26" is a typical moutain bike size.
Frame sizes vary from manufacturers, but typical medium frame for men would be 18" - 19". (distance from crank to top of frame (seat post tube)).

Professional Bike Retailers sell by the frame size. That is measured by the height and length of the frame, regardless of wheel size.
Furthermore, different styles of bikes are fit differently.
Frames are built from 13" to 25" typically with around 2.5" intervals, and 43cm to 63cm for Road Bikes in 2mm or 1mm(Rare) intervals.
It would depend on your inseam and ALSO your torso length to get you the right fit, for the type of bike you wish to be fitted for.
I would encourage you to seek out a Bike Retailer and get fit according to you size, ability, and purpose.
