What does that even mean..?? There is no such thing as illegal-sized paper. The only thing that would be wrong is if you sold it as, say, 8.5x11" paper but it was actually a different size.

If the paper is illegal then you are dealing in illegal goods. Hey if you can get tossed into prison for 20 years for selling a plant that grows wild you surely can get jail time for selling a manufactured good that is illegal.
