If it was glued down you will get it off with a razor scraper. A 4 inch razor scaper can be found at any home depot or lowes ect.
If it is a synthetic or hair type padding and it has just left a fine hair stuck to the floor a circular sander can help. If any staining from the pad adhesive is remaning then you might try acetone another concrete type cleaner. Good Luck

Concrete cleaner and a hard brush..and lots of elbow grease! Goo gone might work..would depend on how much floor you are talking about.... good luck...

I use Goo-Gone for any sticky problems, but it sounds like
you may need enough for a large area, so I'd go to Home
Depot, Lowes, or a hardware store and ask them...
