You'd be surprised. A lot of girls are very open to guys asking them out, but a lot of guys think all girls will reject them, when they won't. At the least, you'll get a smile and a No, I have a bf.
But in more detail, you find someone you click with, feel good chemistry with (like at a party or with friends), ask for her number or email, and see if she's casually available. If so, would she like to go out with you on Sat to something low key.... (And don't say to the movies. At least go to the zoo or somewhere interactive so it takes the pressure off).

Be friends with them first, and then take a risk and just ask.
Also, please be a good guy. Jerks are a little flashier, so they get a bit more attention, but it doesn't do them much good in the long-run anyway.
