How do I know to take things further?

I am good friends with this girl, but I dont know if I should take things further. Help?

Try flirting a bit. Compliment her, say how wonderful you think she is, and start hugging her more or finding ways to be close to her.

Then ask yourself: Has she been responding favourably? Or pulling away nervously?

If so, you only have a broken heart and ego to lose. Just say that you feel a lot of good chemistry with her, and that you're comfortable around her, and ask if she's free this Friday/Saturday/Sunday, you'd like to take her out somewhere.
