Is the bird ripping them out or is it molting, the feathers gradually falling out?

If the bird is actively pulling/ripping them out, it is not normal for ANY bird and it needs to see an avian vet.

If the feathers are coming out of the tail and elsewhere on their own GRADUALLY, then it is molting.

no, this is abnormal. molting happens unaided. check for irritation or abrasions around the area he's pulling them out, it could be something as simple as an itch or a rash.

that can sometimes be a sign of stress or boredom, do you have any other canaries in the cage.
