I am pretty sure it has to do with shoes or bare feet or something concerning that. Help?

In the form quoted it can mean..
~belonging to the shin bone
~stockings, leggings
~used for flutes

The root word is tibia ~ shin bone (hence a flute or pipe made from such a bone)
