there is no difference , it is merely sales jargon . most home theater or surround recivers will automaticly pick up the dolby digital signal if you are using optical input and have the reciver set on dolby surround .

While it is all a matter of opinion they both could mean the same thing depending on who you ask. Surround sound usually refers to a multi speaker set up within your system. This system usually consists of five or six speakers though systems could have many more. While there are many surround sound formats, the most popular now is Dolby Digital that uses six channels (fronts, center, subwoofer (low frequency) and rears).

The term "home theater" can be as simple as a large (or small) television and two separate speakers powered by a stereo system. The audio (sound) of whatever you watch would be heard from these two extra speakers. "Home Theater" can also mean a multi channel system with many, many speakers and a 102 inch plasma. Beware of television manufacturers that advertise enchanced home theater sound from two speakers. While it may sound "wider", it is not true surround sound.
