The parts that have lights are mostly around junctions or passing through built up areas. It would be hugely expensive to light up the entire motorway network.
Local councils pay for lighting not the actual government therefore it would be unfair to make council tax payers pay for lighting that they have no use for.

Sections of the motorway are lit up where accidents happen, at busy junctions. Lighting up the roads cost lots of money, and blots out the stars. I for one would love to see all the streetlamps switched off, but some idiots do not want to see the stars or care about the environment, they even move to the country and want the villages lit up at night!

some parts of the motor ways are lit up because they are near town and city areas. some areas a not lit up , because excess light pollution can disturb the countryside and wildlife there. some councils are cant afford to light whole sections of motorways, some can.

Usually junctions are lit up, as it is more dangerous in these places. Other parts of the motorway are safe enough with cars' headlights and cats eyes.
