It means that if you dont try, you are CERTAIN to fail as you never even gave it a chance to succeed.
If you try, your MAY fail, however you MAY also succeed!

I means that if you don't try you certainly can not succeed. It is taking fail as the opposite of succeed. Read it as If you try you may succeed, if you do not try you're guaranteed not to succeed.
