Well, personally because of a past experience, I have a real PHOBIA of kissing. It's not that I don't want to do it, it's just that I wouldn't be able to initiate. There are plenty of girls and guys out there who think the same way as me. Basically, go slow. If she shows any sign of backing away or pushing you away then stop, and peck her cheek or nose of forehead instead. If not, then go for it. It might be that she just needs to be engaged first.

You shouldn't be too full on though- give her room to move away or back you off. And be slow and gentle with her- forcing your tongue down her throat is neither romantic or appropriate for the first special kiss between two people because whether it's your 1st or 100th, it's still your first kiss with that person.

If you're dating then it's expected that you will want to kiss her, but be sure you don't rush her. There's no need to ask with words. Hovering millimeters above her lips before kissing her is ample asking. If there is no 'go away' signals, then that, to me, constitutes permission.

Sex is a different kettle of fish though ^_^
