The beaches in So Calif are pretty safe, unless you go to the more colorful ones...Venice, Santa Monica, Long Beach etc...But if you go to places like Balboa, NewPort, Dohenie, San Clemente, Zuma you are gonna be pretty safe. Usually beach folks just wanna party and have a great time! If you want to go to Central California, try Pismo or Oceano or Grover Beach those or nice and clean. Pismo is the most popular but oceano and grover are good for clamming, and hanging out. Then you could visit Montana De Oro just outside of San Luis Obispo where there are priviate beach areas and you can hike to them. They have caves and are alot of fun! Northern california I am not sure, I haven't visited any of those, but I lived in all the places I have mentioned. If you are worried call the local police force in the area in which you want to visit and they can tell you better. Each area has their own charm and it depends on which place you want to see and why. Have a nice trip

Zuma beach in malibu is the best beach for families and just about everyone! Lots of lifeguards, nice people, great area.
No gang members like at some of the beaches.

Mnahattan Beach is pretty secluded and very beautiful...I've never had any probems there
