No, 18+ only. I guess you could do that stuff to her, but you also run the risk of her turning you into the police for rape or harassment.

The laws differ for every state. I know that in a lot of states, the law is that if one person is under 18, the other person can't be more than two years older. Check out the laws for CA, that will give you the answer.
