Do do it when its wet or dry?

the best way to do it is wet. use paper towels , with paper towel in hand grab your hair from the bottom and squeeze with the towel . do it all over your head. it works.

Get an empty spray bottle and fill it with water and some salt.

Spritz your hair with the mixture and using your fingers scrunch up your hair.

This will give you the effect of beach hair.

take wet hair (or dry and spritz it with water first) and scrunch it with your fingers and then spray a little hairspray to help it keep its shape.

Wash and condition your hair.
Squeeze the excess water out. To scrunch it, you want it damp but not soaking wet or dripping.
Wrap your hair in a small towel. Do not rub your hair at all with the towel. What you can do is wring it within the towel if the ends are still dripping.
Comb your fingers or a wide-tooth comb through your hair and make a part as best as you can. Don't worry if it's not perfect.
Spray hairspray in your hair. Put it near the middle and bottom of your hair. Putting it too close to your roots will cause it to look greasy and weighed down.
Turn your head upside down so that your hair is hanging down. This step is optional and some might prefer to skip it.
Put gel in your hands and rub them together to spread the gel.
Grab a small handful of hair by the ends and push it up toward the head. Hold it in place for a few moments while aiming the hair dryer at it to 'set' the gel/mousse/hair spray.
Repeat this all over your head, reapplying the gel every time. Keep in mind that small handfuls yield tighter waves and large handfuls create full, loose waves.

Use a NO RINSE hair conditioner dependent for what type of look you are trying to achieve. Bouncy full loose curls vs, wet look curly locks.

I prefer Paul Mitchel's line conditioner.
When applied to damp hair, just add drop to hair strand ends, and squeeze ends up and release (scrunch). Hair will dry and have full body look and feel, no frizz.
or
for wet look apply same type conditioner to dry hair and scrunch on ends and work up to scalp, hair will dry a little stiffer and have wet appearance, to soften look use wide tooth come or brush and hair can be styled or curled at this point.

Experiment and have fun seeing what style works best for you.

Always found Paul Mitchel Conditioner worked great at freshening up a style for last minute night out clubbing or after being out all night and having to rush into work in the A.M., I could pull together a fresh look in a moments notice.

note: dippsy doo style gel (works just as well for less than half the cost, comes in great travel size squeeze bottles to keep in desk or purse.)

You do it when your hair is wet. Add mouse or gel to your hair and I like to use a towel, and hold your head upside down and take the towel and work from your ends to your scalp using up and down motions! The towel allows your hair to dry fast as you scrunch.

Both. Here is what my sister does. She washes her hair. Towel dries it really good...but not too dry, like blowdryer dry..just towel dried. Then she adds mousse and scrunches while she applies it. Then she sprays hairspray while scrunching. Then adds more mousse and more spray. She adds till she gets the desired look. Then she makes a messy bun on her head. Goes to sleep, and wakes up, takes it down, and it is very scrunched. Add more hairspray if needed. It works great for her hair. My hair is very very thick though so I cant do it to my hair! I condition my hair in the shower and then straighten it out with my fingers....as I get out I hold the towel and srunch up on my hair. (I am careful not to tangle it with the towel, and I never brush my hair or it just straightens it out) I then use a quarter size of hair gel, rub it in my hands, and scrunch up again with my hands. Sometimes I spray a little hair spray depending on the weather. If there are any that didn't really scrunch, I go over quickly with the curling iron. Goodluck!

when its wet put some sort of curling scrunch product in it and then just scrunch it from the bottom up and blow dry with a diffuser

You can do it either way but it works best when it's wet - get some mousse and just scrunch it upwards and dry then a tiny bit of gum afterwards to keep it in place.

while it is wet apply a gel or mouse and using your hands sorta grab it and lift it and squeeze or lightly run your fingers through it the idea is to help maintain its wavey or curl the best way is to use a defuser on your hairdryer after applying the gel or mouse
