Don't buy cheap luggage, luggage is very much an item you get what you paid for. Your cheap luggage's handle will come off and the zipper will break and you'll complain to the baggage claim people but theres nothing they can do about it. So you have to go out and buy more luggage and suddenly you've paid more than what you would have paid for decent luggage in the first place.
That being said, many department stores have luggage sales, look for those. Make sure the wheels are attached well, they come off easily if they stick out too far. Make sure the canvas is thick, some is like nylons, one little snag and the whole thing is ripped apart. Make sure the handle feels secure and strong.
