Why do we place telephone poles so close to roads (often within 12 inches) considering the obvious danger?

The idea of driving is to stay on the road so you don't have to worry about the poles. They are just there as a reminder.

The poles that closet are a hand down from when the power co put up the poles and the road came along later and made it a better road.
