if they are both inop it is probly a bad clockspring and depending on the year of your van - it may have a lifetime warranty - call a dealer & ask about coverage

could be anywhere I know the cruse relay is a pain to change it's ually near the firewall somewhere otherwise they're next or in the fuse box under the hood.
