If you mean what area of the US has the least disasterous weather, on average, I'd have to say the most likely area would be Arizona, California, New Mexico area. Heat waves can be intense in those areas, but they seldom get hurricanes or tornadoes etc.

If you include all natural disasters, I don't know which area has had the least number of natural disasters.

Is global warming suddenly on a par with a killer disease/nuclear explosion/asteroid impact/massive volcanic eruption that's going to terribly and abruptly alter the shape of the world?

I do wonder why people are so worried about it sometimes. Anywhere's safe, don't worry about something that no one can predict.
