I lift the plastic lid up, there is the spoon on top of the paper like seal. On the seal are the words:- DO NOT USE IF SEAL OR PACK ARE DAMAGED OR BROKEN
How do I get the Horlicks out without damaging or breaking the pack or seal?
Alternatively how would you reword this warning.

"Do not use if seal or pack are damaged or broken on first opening".

Interestingly enough - although my son and I both check seals before we buy goods, both of us are suspicious if the seal is broken when we go to use it. Products are usually not used until we have had a chan ce to verify that the other person has already opened it!

the packaging is there presumably to insure that no one else has opened the horlicks while sitting on the shop shelves once bought it is ok to break the seal and use the horlicks using the spoon on top.

er...don't they have that seal on most drink mixes? It only means that you're not to use it if the seal was broken before you have used it for the first time. After you purchase the jar you can break the seal.
