We hold the individual responsible for his or her behavior, but the bases behind that tradition does not hold water when you look at it a little closer.
Mitigating circumstances are considered in the jury selection process after the charges are leveled at the acussed. But that flimsy consideration does not mitigate the fact that people behave in society according to the enivorment they grew up in and and the genitic perdispositions handed to all of us without our consent.
If you are mentally ill, you are mentally ill because of circumstances in your life. For example, trauma victims are subject to a long list of possible symptoms often that naturally occur after the event of trauma. The more trauma a person experiences can lead to multiple symptoms of higher degree. All the mass murders are by definition mental ill. If not then there is no rational bases for human actions.
You have to realize that eating cheese in 1800 has consequences unknown in 1800. Things change as we learn.

Your explanation does not directly pertain to your question. However, I agree that there are many factors involved with our eternal destination. It is a complicated matter for God and Christ to decide where we ultimately will reside. It is impossible for man to make those decisions. Fortunately for us, we don't have to. They will make those decisions for us. We will be judged on what we do with what we were given. Our recognition of our mistakes and our repentance of those things.
Trust me, it will all be just in the end.

This is good exersize for the mind.
It is true ... there are many mitigating circumstances that can shape a person's attitude & behavior, many of which are quite common occurances, and have considerable negative effects on the development of one's potential for emotional maturity ... the ability to reason in depth, understand & apply principles, and develop self control & self denial. ... ... ... That could easily cover most --if not all-- the problems of society! The causes can be lack of balanced nutrition, alcohol ingestion (prenataly esp, but also otherwise), yeast infections (they can & do infect the brain), lack of affection early on, other neglect, rejection, abuse ... ... ...

That's a description of the major portions of society, the world over. At least one of those things is or has affected almost every human on this planet.

So ... if just about everyone is emotionally - developmentally disabled, what can possibly be done? How can they be helped? Will God hold them responsible for their irresponsible actions, or, lack of responsibile action?

Many people have the idea that God is an angry, hateful, unmerciful spirit who just created mankind to tease & torture us ... That couldn't be farther from the truth! That attitude is typical of his adversaries, not himself. And many who Claim to follow God are the ones responsible for painting him so utterly unfairly!

Christendom Has Betrayed God & the Bible :

What about people who make terrible mistakes that they really Can't help, because they Can't understand the issues? Does God hold them responsible, anyway?

Well ... There is a Grand Plan that will DO AWAY with ALL disabilities, PLUS the memories of the pain they induced. And that's just for Starters. Even those who have died will be brought back, given perfect bodies (this time), & everyone will have second chances --"both the righteous & the unrighteous"--, but this time the realistic goal can be everlasting life in a restored paradise home. All people will be taught God's principles, and God's judgement will be pronounced Only AFTER the perfection of both mind & body has been restored to everyone, & time has been allowed for necessary learning to take place. Then will come a final testing period ... Then, Judgement of those who Knowingly & Willfully choose to rebel, Then, everlasting life for everyone who remains loyal to God!

So, God does have plans to make a grand life possible for all who wish to avail themselves of his guidance!

Hey pal, I hope that you're not making a case for yourself. Getting into heaven is not automatatic. Because of God's grace and love it is easy. God knows the number of every hair on your head, thought in your head and what's in your heart. I beleive that mass murders are possessed by demons. Probably from sin. I also beleive that God knows the heart of each soldier. The Great Commission is to preach the Gospel all over the world so that everyone has the chance to accept Christ.

Your rationale is incorrect in my opinion. First, mankind can get to heaven only by believing in the divinity of Christ and by believing that He sacrificed himself for us so that we may live.

God has stated clearly that people will be held responsible for their actions IF they understand what the consequences of those actions are. A person who is incapable of understanding such as a person who has severe mental illness, is profoundly retarded, is a child to young to understand, or a person that has not as of yet heard the news of Christ are not held responsible. This does not mean that a mass murderer is necessarily "off the hook". Even though he may suffer a degree of mental illness, he may still be fully aware of the consequences of his actions. If I shoot him he will die etc. It is for this reason that the alternative "Insanity" plea is allowed in court (which incidentally are governed by the laws that have been put forth in the Bible)

The only way we can get to heaven is if we believe in Jesus and not have doubt about it !! "God so loved the world that he gave his only begotten son and whosoever believeth in him shall not perish but have everlasting life!! I am the way the truth and the life no man cometh unto the father except through me!!! And for the mentally ill: were not the ones to Judge God is thats not for us to determine or know either!!

No. You can't go to heaven unless your sins, the biggest & littlest are washed away in Christ redeeming blood.

Sin will not inherit the Kingdom of Heaven. Only those born of God, born of His Spirit, cleansed by His Blood, joint heirs with Jesus, part of the family of God have the Kingdom of God within.

"Enter by the narrow gate; for the gate is wide and the way is broad that leads to destruction, and many are those who enter by it.
For the gate is small, and the way is narrow that leads to life, AND FEW ARE THOSE WHO FIND IT." (Matthew 7:13,14)
Jesus said:
"I am the door; if anyone enters through Me, he shall be saved, and shall go in and out and find pasture." (John 10:9)
You are looking at things from a purely human perspective. God has certain unchanging principals by which He judges all men, and He has concluded all under the guilt of sin.
"For by the works of law shall no human be justified in God's sight, because by the law comes the knowledge of sin." (Romans 3:20)
"For God has shut up all in disobedience so that He might show mercy to all." (Romans 11:32)
"For by grace are you saved through faith, and this salvation is not from yourselves, from God proceeds the gift. It is not as a result of works performed, so that no one has anything to brag about."(Ephesians 2:8,9)
"Truly, truly I (Jesus) say to you, he who hears My word and believes in Him(God the Father) who sent Me, has eternal life, and does not come into judgment, but has passed out of death into life."
"You must be born again" (John 3:3)
"But as many as received Him (Jesus), to them He gave the right to become children of God, even to those who believe on His name, who were born, not through natural descent, neither through fleshly impulse, nor yet through the will of a man; but from God." (John 1:12,13)
Call upon the Lord today, "For whoever will call upon the name of the Lord Jesus will be saved."
(Romans 10:13)
