it depends on what city you are in, like in Los Angeles
you can request a taxi on-line but they need at least a 2 hour notice (anything sooner its better to call)
I know united independent taxi offers taxis on line
as well as citycab

you could go on yellowcab.com and order one. you have to give the adress you want to be picked up on and where you want to be dropped off.
