I have always heard it meant they were being tickled. Is this a wisetale or truth?

We have always referred to it as a sweet spot. To me it doesn't seem to tickle it seems to feel good. If you pay attention it's always in a spot they are not able to scratch themselves like just above the tail, the chest or the belly. If you want to tickle your do, try just barely touching the hair in between their toes. It only seems to work on short hair dogs though.

It's kind of like a reaction. Like when we are tickled, we laugh.

I always thought it meant they were ticklish, my dog did it, and I never even thought it could have been anything else.

My pit bull does this too...I think it is feeling good to him, because he gets a grin on his face at the same time. Too cute.
