Commercial airliners don't use traditional radar. they are located using something similar to an IFF signal (identification friend or foe). The aircraft sends a signal to the tower giving its vitals (altitude, speed, etc). On 9/11, the terrorists turned off this signal, so nobody (NORAD or otherwise) could see them. If our fighters were sent in the wrong direction it wasn't some vast conspiracy. They were heading where the protocols said to go to intercept an incoming air attack. Which is why the interceptors flew out over the Atlantic. They were sent to intercept incoming aircraft believed to be coming in from that direction. Also, NORAD is a joint operation of the US and Canada since it covers Canadian airspace too. The US Vice President can't simply take charge. There are protocols to be observed. IF Cheney was sent to NORAD, it was because of one of these protocols. In the event of an attack, the president and vice president are sent to different locations to preserve continuity in the leadership.

This sounds very suspicious to me. My understanding is that NORAD normally intercepts errant aircraft within minutes. Under normal operations, aircraft strikes would not have happened. Query "911 Truth"
