When I did this in high school I had the same problem. I ended up addressing mine "Dear National Honor Society Advisor,". I didn't want to do "To Whom it May Concern," because I WAS writing to a specific person, and I didn't want to not give it a heading because it was an actual letter. Good luck!

"Dear Honorers, You probably are wondering why an Honoree is greeting you in this odd but disdainful manner. Well, let me tell you I am not in the least affected by the modality of present day litanies of greetings or even affected by obfuscating introductions, but let me say a little about that. When I was boy, my father....." Then the rest is simply bullsh*t.
