I cant install high treason on my computer now thanks to retarded vista.. is there any patch or settings I could mess with that would help? Or must I format?

The game does work - sadly I believe the reason the game is not working is because your video / graphics card is not Vista compatible. I would look for graphics card drivers.
I had to buy a new graphics card but I can ensure you I have played the game on Vista after altering the option and compatibility.

Bad vista.
Once the hardware is "not vista compatible", there are no way to hack the driver to make it compatible. Say goodbye to your favorite hardware. The only way is to buy new hardware that "vista compatible".
