Messenger style notifications for RSS program?

Question

Is there a RSS reader program available for Windows that displays new stories and entries every few minutes, in a simular way that messenger programs tell you if somebody comes online?

I spend way way too much time surfing the same websites, and I'd rather just have headlines pop-up in the corner while I'm doing work.
