Simply answered No.... Guys can be playful.. espically younger guys. If you are talking High school or collage it could be he was just being playful like he might to a sister. That's not to say he doesn't like you.. but a simple tickle doesn't mean an all out YES.

Depending upon your age, it probably means he likes you. Young boys don't really know what to do with themselves so they do goofy stuff. Don't assume too much, but it sounds like he's trying to say something positive. Sweet and silly.
