You measure the diagonal, but don't expect that to match precisely to the manufacturer's spec. There is some liberty taken in deciding where the actual edge of the picture is. This was more of a problem with picture tubes, since the size of the tube (rather than the image size) was often used.

Govt regulations have help limit the worst cases.
