I wouldn't be offended by either, as long as the setting was appropriate. If they were flashing kids or engaging in any form of lewd behavior, I'd be the first one to report them to the cops. If they were just plain naked or topless in an appropriate place (or even walking down the street if there weren't any kids around near the naked guy) I'd be completely OK with it.

I love to be naked in appropriate places and have no problems with nudity - mine or anyone else's.
