Reward your dog with great treats just for being around other dogs. Don't ask your dog to do anything - just make being around those dogs a rewarding experience. Ask the owners of the other dog(s) to step in and take their dog(s) away if they're being pushy. Don't be shy about this - it's important. If your dog doesn't know how to socialize, he can rapidly become aggressive, which you really don't want.
And, take a look at Turid Rugaas' site. Lots of information here about how to read canine body language - well worth a read.

The best way is to find a local dog park. I used to take my dog to one and I kept her on the leash when other dogs would come by to investigate and sniff. If B got a little antsy I would get down low with her and hold her close by the collar to let her sniff the other dog and pet the other dog and tell B to be a good girl. Eventually B was comfortable enough with other dogs that I could let her off the leash to play with them. It's important that dogs socialize in areas that are not territorial to them, in other words NOT your property or some other dog's property some place that is neutral to all/both dogs, such as a dog park.

Teach him some jokes to break the ice. Just kidding.

If your dog is nervous around other dogs let him socialize with just one other dog first. Find another dog that is relaxed and won't be too pushy. Then slowly try this with other dogs. Forcing your dog in a group with several others while he is "shy" could be too much, because besides the social side there are many other rules that he needs to think of when dogs are in a group (pack).

Try bringing your dog to a dog park. Just let the dog off of the leash and let him roam for an hour or two as often as you can. It will take time, but your dog will start to socialize.

The older mine gets; the more anti-social he becomes. I don't push it because he is an only dog at home and he is old. I get grumpy around kids sometimes too.
