As long as i know there is no way to disable the task manager.
Follow these steps
Check for any viruses.You need to have up-to-date antivirus software.
There may be a running application preventing access to task manager.Find any such possible applications.For ex. TweakXP or parental control etc etc...
Try to reinstall your Windows or atleast try to repair it using windows cd.
Though these steps should solve the problem,If not go to microsoft website for help.

Sounds to me as though the system administrator has restricted use to the Task Manager. Check with him or her to see whether or not you can have access.
