Well, if your on a no carb diet, its not the way to go. All it does is makes you lose water weight. With high protein diets you get a lot of fat and the fat broken down releases ketones that the body has to rid it self of b/c they are acidic so they attach to water. After, you become dehydrated and lose water weight.

So no sugar or fat and it can't be bread or sweet potatoes. Yeah vegetables are a good option. Also, you can look into sugar free jello, skim milk is great and the sugars in it are natural sugars, fat free popcorn is really great b/c you can eat a lot of it and it has little to no fat and not very many calories for the amount you can eat. Sugar free Popsicles, chicken and lean meat are good they contain little sugar and come as 94% fat free sometimes. And beans are a really great source of fiber, but i don't know if you are allowed to eat them.

Don't you really want to watch calories more than fats and starches? It's a common mistake to focus on just those. Low-fat diets generally fail as a way to weight control.

For good health, the type of fat is more important than the amount. It's okay to eat unsaturated fats, but limit saturated fat, and avoid trans fat.

You'll do well to eat more beans, because they have such a low glycemic index. Similarly, eat lots of fruits and veg, especially those with high fibre, like leafy salads. You may want to skip tropical fruits (pineapple, watermelon) and corn, as their glycemic load is relatively high.

And to make up for not eating bread, make your breakfast with oatmeal or bran.
