before you get to the signs do the police not enforce the law anyway?

No--just means that there is a Donut shop ahead. No, what it means is that it's been a troubled area (red light running, heavy speeding, ect.....) So there maybe a constant officer present in the area, camera, or other devises. In these areas they rarely give warnings.

i am NOT a cop but they still have to enforce the law..that sign is just there to scare you and keep you from breaking the law

No. It just means it's a donut free zone. So they actually might be doing there job.
