"play your part, take extra care at roadworks" should it not say "take extra care when drive your car anywhere"

It's a matter of opinion. They are simply letting you know that there are pedestrians out there near a high speed roadway and to take extra caution when traveling.

It could, but at the same time the construction workers need to pay attention too, I've seen too many construction crewmembers signaling traffic while talking on their cell phone.

I agree with you!
Maybe they are thinking of the fact that if you hurt a construction worker (in Michigan any way) there is a large fine. If they die it is a prison sentence, if I remember right.

well it could, the point is to make you more aware when your specifically at construction sites on the roads.
