Vile is a simple English misspelling of EVIL.
Where are you living? I do not ask you to give me your name and address, only whether you are living in a village, small town or a city.
I have lived in different locations during my life. When I lived in the country as a child, a small village in Kent; everyone was very nosey and into each others affairs and business.
However, living in London these past 40 years, I find the people less nosey and less interested in me as a person. We have city anonymity - no one knows us and we do not know them. Our heads are usually buried in the scandal sheet while travelling about by bus, tube or train.
These 'young' neighbours of yours, will grow up eventually and become like me, old and a pensioner. What happens in between is a blur.
If you have evening classes near where you and your neighbours live, why not suggest they take up evening classes? They could do anything they wish and the cost is very reasonable.
Here's a few ideas: Scottish Country Dancing, painting and drawing, pottery, another language, and all the other things too.

She really has no life or the life she does have is so awful she wants everyone else to be as miserable as she is. Do the unthinkable, try very hard to think of true things to compliment her about, her flowers, car, clothes, nose, perfume.......whatever you can think of that is true and just see if you can't turn her around as far as you are concerned. You just might make someones day or even save there life. Just a suggestion.

Those are the people that need your good wishes.
I have a woman I work with who constantly does that. No one likes her which only reinforces her behavior. I have re-directed her frequently & suggested she not complain to her boss for a month as an experiment.
She did just that & started to see that her boss rewarded her.
She slips back, but I just remain calm & unaffected.

some people are just like that
you have to put up a boundary
to what you can let them know about you
or length of time you wish to spend with them
if no time at all tell them nicely

Well, they are profoundly unhappy people who don't have the intelligence to know that their misery is of their own making. Barring clinical depression, only one's self is capable of making one happy, loving, and kind. But then the world would be lopsided. Don't you see we have to have good and bad to have balance?
