Seems it is taking him time to settle down in the foreign country. Even if he is with close relatives/friends, they might be providing him barely enough for sustenance.
Any foreign country is a very inhospitable place unless you have enough money in your pockets. Beyond a certain time, even your close relatives/friends will show their inability to support you and besides most of these countries do not allow you to work officially unless you have a work-permit.
Your fiance might be in a similar situation and finding it quite difficult to continue living there. Maybe, he is on the threshold of getting his first break and might like to continue staying there for some more time. If that is so and you have full faith in him than certainly send him the money.
However, if things are otherwise than you might persuade him to return and not waste his time any further.

You fiance has no money and is currently in another country. Why is he out of money? If he is out of money for a good reason, why not send him some money to help him out? Are you going over seas with him anytime? Is he coming back to the USA?

Like for Canada just goggle Canadian foundation & you wil get a lot. You have not mentioned he is in which country. In most of the country money has its value.So to survive you do not need lots of money. If he is in any European country there are lots of foundations which help people. Now a days with the development of technology you just type the country name & foundation you will gat lots of NGO which help people in different ways. He can contact Indian embassy of that country & they will guide properly.
He is man he can do anything I mean in europian countries or in north America I have seen Dr. or engineers working in resturent & earning minimum wages that is 7 $ per hour Or if they do not have Work permit thye work under the table. Sometimes visiters of diplomates even work under the table & earn their travel expence.
The person has to be tactful & well informed. In Library or motel Computers are there to make search.
He your fiance not husband, let his parents do. They have duty & it is their right too. If you will perform their right now they may think otherwise. If you know his parents let them know he does not have money.& thye will do what ever is right.

If you have a question as to whether or not to send money to your fiancee then there's automatically a issue of trust. Why would you even marry someone you obviously don't trust by the question your answering.
My Husband and I are living apart currently and will be reunited in a few months due to him working overseas on a temporary assignment. Before we married there was nothing we would do for each other. We both respected and had the upmost trust for one another I sent him money and he sent me money. You have to believe and feel that you're already committment to each other. The legal piece of paper does not quarentee committment it the two individuals involved prior to marriage. Marrying is the celebration to involved family and friends and to make it legal on paper only. However, you only get a committment by what you two believe as husband and wife even before the legal part of it.
If you have to question yourself to send money to your husband to be your probably don't trust him for whatever reason and maybe you should not get married to him.

Can you fiance not work ? Why did he go to another country? If things will be better in his own country he may as well return home. If you send him money he will do nothing to improve his situation as he knows he can depend on you. I smell something fishy here you know.

It all sounds a little odd to me. But personally speaking, if my fiance was somewhere and in need of money or in trouble, I would definitely send it to him. Make sure that you trust him and that he has the best intentions.

he obviously had the money to go to another country, leaving you behind. if he is now out of money, this means hehas no control of how and what he spends money on. this makes him unreliable. if i were you, i would dump him now and start looking elsewhere.
unless the reason he has no money is because he has been robbed or mugged. in that case, it makes him a wimp and irresponsible. you should still dump the bugger.
