A - You can't have a Quebec licence unless you move to Quebec.
B - Even if you move, your driving record follows you. There is reciprocity.
C - Tickets from any state and any province go into the database and are worth the same demerits as if you received them at home. You can't move to have them disappear.
D - Advice? Slow down, learn to drive. 3 points means you were speeding anywhere between 16 km/hr and 29 km/hr.

You could only change to Quebec if you moved there and were a resident. And your points would follow you at any rate.

all i know about traffic courts is in California. But fight it all the time works out a lot better then just accepting it
